RAISE recognizes the crucial role that local councils, public and private institutions, and informal entities such as clan elders and youth associations play in governance and community development in Somalia. To enhance their effectiveness and sustainability, RAISE implements targeted capacity-building activities tailored to the specific needs and contexts of these stakeholders.

RAISE provides training, technical assistance, and mentoring support to newly formed and forming local councils and other local governance bodies.
